Parenthetically, the State Bank legislation, if it passes the Washington State legislature next session, will go a long way to helping small farmers with loans to get up and running and staying in the game. It was to help its farmers that North Dakota established its State Bank back in 1919 when they were struggling in the midst of a depression.
